A ISA (International Solar Alliance) launched the ISA Program nº 04, called “Scaling Solar Rooftops”, which aims to promote, evaluate the potential, harmonize demand and gather resources for rapid implementation of systems on-grid and off-grid.
In this context, the entity announced that it is looking for companies to help achieve the aforementioned objectives through assessment of the potential for self-generation of photovoltaic energy in ISA member countries (Latin America and the Caribbean), as detailed in the items below.
- Stipulate the country's energy profile, through an assessment report, to identify the country's readiness to expand the program;
- Segment potential beneficiaries, their energy demands and payment capacity, as well as their infrastructure and proximity to a substation;
- Prepare a report on the member country’s solar energy financing policies;
- Investigate existing solar energy regulations in the member country and identify challenges with ministries or agencies;
- Develop suitable solar energy projects in consultation with the corresponding ministry or department;
- Assist in organizing training programs and workshops;
- The evaluation report will only be accepted with the consent of the member country;
- Preparation of standard project documents, such as bidding document, power purchase contract and concession contract (whenever necessary);
- Preparation of detailed bankable project report of final system locations in member country, with details of site survey, plant engineering, line diagrams, etc.
To the preparation of the aforementioned reports, the International Solar Alliance stated that the company must interact with key stakeholders, such as regulators, energy utilities and energy distribution companies in the member country.
The exact scope of work, in this case, would be finalized by ISA as per the country's requirement. As eligibility criteria, The following qualifications are required:
- Specific requirements: completion of a minimum accumulated capacity of 500 kW of distributed generation projects and a qualified technical team to conceive, design and formulate the steps required above. The core team member must have a minimum of five years of experience in the renewable energy sector;
- General requirements: carrying out detailed research, including energy demand and consumption pattern of government buildings, industrial, commercial, institutional and residential rooftops. In addition, involvement with renewable energy policies and technical standards in the sector, experience in business models and financing mechanisms.
Regarding the shipping details, they are:
- Company profile;
- Registration certificate;
- Declaration of Conformity for Specific/General Requirement as mentioned in the Eligibility Clause along with documentary evidence against each requirement;
- List and value of projects carried out in the last three years with contact details of the client who can be contacted for more information about their comments on the contracts;
- List and value of ongoing projects with ISA (if any) and other national/multinational organization with client contact details and current completion rate of each ongoing project.
Hiring period
According to ISA, the Contracting period will be 2 years from the date of grant. Additionally, any extension of time must be mutually decided based on work progress.
