Green IPTU: what is it and how does it work?

Citizens who adopt sustainable measures can enjoy discounts

Currently, several cities have already adopted what is called “Green IPTU”, which guarantees discounts to citizens who adopt sustainable practices in your properties. 

Taxpayers who take advantage of rainwater, it's from aquifer recharge. Furthermore, practices such as afforestation, recycling, green roofs and use of clean energy, such as solar, can also generate benefits.

The discounts are usually cumulative range between 5% and 20%, but the price depends on each location.

Among the municipalities that currently adopt it are: Araraquara (SP), Balneário Camboriú (SC), Florianópolis (SC), Guarulhos (SP), Maringá (PR), Rio de Janeiro (RJ), Salvador (BA), Santa Maria (RS ), Uberaba (MG) and Vila Velha (ES).

In December 2022 the federal senate approved The PEC 13/2019, with the aim of encouraging the use of clean energy by reducing taxpayer taxes. The constitutional amendment project provides for the adoption of differentiated rates in federal sphere. The project is currently being processed in the Chamber. 

Green IPTU in Salvador

The capital of Bahia adopted the program in 2015, and it works through a score, based on the sustainable actions adopted. Between 50 and 69 points the discount is 5%, 7% from 70 to 99 points and from 100 points there is a 10% discount.

The scoring categories are Sustainable water management, energy efficiency and alternatives, sustainable design, urban quality, urban green, contributions to ecosystem-based adaptation (AbE), waste management and Bonuses for projects with certification requirements. The points table is available on the Salvador city hall website.

Green IPTU in Guarulhos

In Guarulhos, the mark can reach 20%, with increases for each measure adopted, with at least two. The city's incentive policy began in 2010.

For example, the use of a rainwater harvesting system generates a discount of 3%, the installation of a green roof guarantees another discount of 3%, among other practices. 

Green IPTU in Balneário Camboriú

In Balneário Camboriú, incentives began in 2019 with law Nº4,303. Discounts also accumulate based on the number of measures taken.

The practices that generate the discount are the use of water capture and reuse systems, solar hydraulic heating systems, construction with sustainable materials, the use of a green roof and the use of photovoltaic panels.

Each measure generates a decrease of 2%, 4% or 6% in IPTU.

Discount request

As the prerogative to adopt or not the green IPTU policy lies with each municipality, the request varies from city to city.

Locations that adopt this measure generally make the information and rules available on their website. Then, if you are entitled to the benefit, the taxpayer must gather the necessary documents and make the request to the responsible body.
