Itaipu appoints new executive board

The board will have three lawyers, a technical engineer and an economist, all with political careers.

Four new members of board of directors of Itaipu Binacional were sworn in last week. Renato Soares Sacramento (executive technical director); Luiz Fernando Delazari (legal director); Carlos Carboni (Coordination director) and Iggor Gomes Rocha (administrative director).

During the inauguration ceremony, everyone used their speeches to reinforce management's focus on paying attention to people and the ecosystem of communities in the company's area of influence.

Carboni was the first to speak and reinforced the company's alignment with federal government policies. “A mission that was set by the president here at the inauguration of the general director is that Itaipu is not just focused on energy generation, but that it has a relationship with the region and the State within social and environmental action goals”.

Itaipu, according to the new legal director, Luiz Fernando Delazari, has the potential to assist the federal government in some of the administration's goals, mainly with regard to rescuing citizenship, combating hunger and improving the population's living conditions.

“These are fighting fronts that Itaipu is allied with. Nothing that interests, concerns, touches and transforms the lives of Brazilians is alien to the company. Our role is to ensure that, within statutory and legal limits, it contributes strongly so that the president can carry out the work of national unity and reconstruction.”

Renato Soares Sacramento, cited two challenges for Itaipu in this new cycle. “The first of these is the Technological Update Plan (PAT), the largest and most complex project ever executed since its construction. The second challenge, and biggest of them, is the review of Annex C [which deals with the financial bases and provision of electricity services], I am sure that this administration will be successful in its journey and we will have a new agreement that will last for the next 50 or 100 years”, he pointed out.

Economist Enio Verri, Brazilian general director of Itaipu Binacional, was sworn in on February 16th. On the occasion, he said that Itaipu “will continue its mission of delivering clean, renewable energy at a fair price and promoting social development.”

Directors' CV

Enio Verri

Born in Maringá (PR), Enio Verri, 61 years old, is an economist and has a master's degree in Economics from UEM (State University of Maringá) and a doctorate in Latin American Integration from USP (University of São Paulo), as well as a specialist in Economic Theory from State Faculty of Economic Sciences of Apucarana. He is also a retired professor at the Department of Economics at UEM, where he was admitted in 1997.

The new director has extensive experience in public administration, at the municipal, state and federal levels. At Maringá City Hall, he was municipal finance secretary (2001 – 2003) and government secretary (2003 – 2004). He served as a technical advisor to the Presidency of the Mixed Budget Committee of the National Congress (2004 – 2005) and headed the office of the Ministry of Planning, Budget and Management (2005 – 2006).

Back in Paraná, he was elected state deputy and ended up being invited to take over the State Department of Planning, where he remained until 2010. He was re-elected state deputy for the 2011 to 2014 term, the year in which he won, for the first time, the seat for the Federal Chamber. He was re-elected federal deputy in 2018 and 2022.

In the Chamber, Enio Verri was a full member of the Finance and Taxation Committee, among other temporary or permanent committees. More recently, he was part of the Planning, Budget and Management thematic group of President Lula's transition team.

Iggor Gomes Rocha (administrative director)

Graduated in Law from UFPR (Federal University of Paraná). He is a specialist in Administrative Law and has a master's degree in Economic and Socio-Environmental Law from PUC-PR (Pontifical Catholic University of Paraná), with a period of Legal Studies at Fordham Law School (Fordham University, New York – USA), and an MBA in Entrepreneurship. A lawyer, he was a parliamentary advisor to the National Congress, as well as a university professor and member of the SBPC (Brazilian Society for the Progress of Science).

Carlos Carboni (Coordination director)

Graduated in Law from Unipar (Universidade Paranaense), studying an MBA in Process Management from FGV (Fundação Getúlio Vargas). He is a lawyer and has extensive experience in public office.

He was a parliamentary advisor in the Chamber of Deputies, regional manager of GEAP Saúde – in Curitiba, chief of staff at the Civil House of the Republic – in Brasília, and also head of the Advanced Unit of the National Institute of Colonization and Agrarian Reform (Incra) – in Francisco Beltrão (PR). Between January 1997 and December 2004 he held elected positions as vice-mayor and councilor in the municipality of Capanema (PR).

Luiz Fernando Ferreira Delazari (legal director)

Graduated in Law from PUC-SP (Pontifical Catholic University of São Paulo), he is a specialist in Compliance Management from Instituto Insper and a master in Constitutional Law from Unibrasil. He was a prosecutor at the Public Ministry of the State of Paraná and Secretary of State for Public Security of Paraná, in addition to being a parliamentary legal advisor in the Federal Senate.

Since January 2010, he has been a partner at Luiz Fernando Delazari Sociedade de Advogados. Between 2007 and 2010 he was a member of two Boards of Directors: that of Centrais Elétricas do Rio Jordão S/A (Elejor) and that of Sanepar (Companhia de Saneamento do Paraná). During the same period, he presided over Centran (Paraná State Traffic Council).

Renato Soares Sacramento (executive technical director)

Graduated from UFMG (Electrical Engineering from the Federal University of Minas Gerais), with an extension course in Optimization of Hydrothermal Systems, sponsored by Eletrobras, at the Alberto Luiz Coimbra Institute for Postgraduate Studies and Research in Engineering (Coppe-UFRJ) and at the University of Waterloo – in Canada.

With more than 40 years of experience in electrical energy companies, he worked at Cemig (Companhia Energética de Minas Gerais) and Centrais Elétricas Brasileiras SA (Eletrobras), where he was Interim Director of Generation.

He held technical positions and management functions in the areas of planning and programming energy operations, accounting and commercialization of electrical energy, in addition to coordinating groups and technical committees in bodies coordinating the energy operations of the National Interconnected Systems (GCOI), Isolated Systems ( GTON and CCON) and the Eletrobras-Itaipu-Ande System (CECOI and CADOP). He participated, as a representative of Eletrobras, in bilateral negotiations between Brazil and Paraguay regarding the Itaipu Treaty.
