Demonstration in favor of GD brings together hundreds of professionals from the solar sector in Brasília

Businesspeople and associations in the photovoltaic sector demand the vote on PL 5829, which aims to create the GD Legal Framework in Brazil

A mobilization in favor of voting on PL 5829 (Bill no. 5829/2019), which aims to create the Legal Framework for DG (distributed generation) in Brazil, is bringing together hundreds of participants, in Brasília (DF). The protest was organized by professionals, businesspeople, consumers and entities representing the solar energy sector.

With the mottos: “Brazil, say yes to solar energy” and “Free and well distributed”, the event began with the concentration of buses from different states at the Hotel San Paul Plazo, around 6am. From there, the protesters headed towards Esplanada dos Ministérios, where they have been concentrated since 9am.

With flags, posters, balloons and sound cars, they demand from federal deputies greater agility in voting on PL 5829. On the lawn, participants extended solar panels in the shape of a cross, with the aim of symbolizing that an eventual vote on the text would mean the end of solar energy in the country.

Osmar Balestri is one of the businessmen who attended the event. He tells Canal Solar that the creation of GD's Legal Framework is fundamental for the continuity of the sector in which he works. “We in Paraná are very strong in the poultry farming sector and we suffer from the rise in energy prices charged by distributors. If the PL is not approved, poultry farming is doomed to failure. Today, a producer who produces around 60,000 chickens pays more than R$ 7,000 for energy alone per month,” he said.

The demonstration also includes the participation of executives from associations that represent the sector, such as Ronaldo Koloszuk, president of the Board of Directors of ABSOLAR (Brazilian Association of Photovoltaic Solar Energy). “There are thousands of companies and people who have families and want a better Brazil, with cheaper, cleaner energy and more water in the reservoirs. It is a mobilization that thinks about the future and is against the delay in the use of thermoelectric plants and the monopoly of distributors”, he explained. 

The proposal, authored by deputy Silas Câmara (Republicanos-AM) and whose rapporteur is deputy Lafayette de Andrada (Republicanos/MG), basically extends the collection of charges and fees for the use of transmission and distribution systems to micro and mini electricity generators.

Bárbara Rubim, vice-president of Distributed Generation at ABSOLAR. explains that the solar sector defends the incentive, claiming that the measure will bring more legal and regulatory security for the sustainable growth of the Brazilian electricity sector. “This is a very symbolic moment for the sector. Even in the middle of a pandemic and an economic crisis, we have hundreds of entrepreneurs and consumers who left their homes and businesses to be here in favor of the approval of PL 5829. This only represents the desire of a society that hopes to be represented by Congress with a favorable decision,” she said.
