A General Secretariat of the Presidency of the Republic published this week the SG/PR Ordinance No. 165/23, that creates the Dialogue Table “Renewable Energy: rights and impacts”. The objective is to create a space for dialogue between the various actors involved in renewable energy projects.
The idea is to establish a channel to resolve environmental, land, social, economic and security conflicts and impacts on local communities. The panel will receive complaints, social demands and may propose normative acts.
Renewable sources, such as hydroelectric, wind and solar plants, account for 83.8% of the Brazilian electricity matrix, which represents an installed capacity of 197 GW, according to data from ANEEL (National Electric Energy Agency).
Currently, plants totaling 18 GW are under construction, with 68.78% representing the share of renewables, mainly solar (35.81%) and wind (30.79%). Furthermore, ANEEL has already granted more than 148 GW in projects that have not yet started construction, of which 97.54% are projects for generating renewable energy.
The activities carried out by the dialogue table include seminars, field visits, thematic meetings and public hearings.
The dialogue table will observe the following guidelines:
- Preservation of human rights, the right to life and human dignity;
- Stakeholder participation;
- Observance of the social function of property;
- Involvement of civil society representatives in conflict resolution;
- Monitoring the implementation of agreed solutions and obligations voluntarily assumed by the parties involved.
The coordination of the work was the responsibility of the Directorate of Dialogue Tables of the National Secretariat for Social Dialogues and Public Policy Articulation. Participation in the table's activities will be considered the provision of a relevant, unpaid public service.
Annually, the coordination of the table must present a report with quantitative and qualitative data on its activities, analysis of the main problems identified, suggestions and directions constructed throughout the process, to be submitted to the minister of the General Secretariat of the Presidency of the Republic.
