Minister confirms that government prepares MPs for the electricity sector

Content must contain measures to minimize tariff adjustments in Amapá

The Minister of Mines and Energy, Alexandre Silveira, confirmed on Friday (15) the government's intention to publish at least two Provisional Measures with “various public policies” to ensure the energy security and reasonable tariffs.

During conversations with the press after the transmission auction in São Paulo, Silveira said that the president tasked the MME with finding a solution to avoid the high tariff adjustment in Amapá.

“We have to work to strike a balance between energy security and reasonable tariffs,” he said. “That’s why we are preparing provisional measures so that we have clear policies that are necessary for energy security, especially because we cannot forget that two years ago we were on the brink of an energy collapse.”

Silveira did not detail the content of the MP, but said that he has held frequent meetings to discuss the matter. The minister even questioned whether the country needed flexible or inflexible thermal plants or PCHs (Small Hydroelectric Plants). “We are using all our creativity and it is worth highlighting the president’s dedication to this matter,” he declared.

Silveira also commented that the North and Northeast region are the biggest energy producers, but they have the highest rates in the country. “We need to find a way out that doesn’t break the contract,” he said.

Last Tuesday (12), the Board of Directors of ANEEL (National Electric Energy Agency) decided to postpone the process of Equatorial Amapá tariff adjustment, given the expectation of a publication of an MP. Initially, ANEEL proposed an adjustment of 44,41% in the region's tariffs.

It also emerged in the media that the government would launch an MP to accommodate some demands from specific sectors – such as those included in the Offshore wind farm bill (11,247/2018), such as the extension of contracts for coal plants.

Unlike a Bill that needs to go through several stages of processing in the National Congress, a Provisional Measure he has immediate effect, but it needs to be confirmed by parliamentarians within 120 days.
