Consumers and investors who plan to invest in energy generation through solar sources in the state of Mato Grosso can count on simplified licensing and reduced fees for small photovoltaic projects.

“We created the Membership and Commitment License and the Simplified License. It is only for large projects that conventional licensing is used”, highlighted Mauren Lazzaretti, Secretary of State for the Environment.

“In our environmental licensing matrices we have encouraged energy generation, especially when an enterprise, already in its industrial process, is capable of producing energy”, he added.

According to Sema-MT (Secretariat of State for the Environment), photovoltaic systems with a generation capacity of up to 1 MW do not need to be licensed as long as they are not in an area of environmental interest, only requiring authorization from the energy concessionaire for connection to the network. These projects are exempt from the licensing fee.

Also according to the Government of Mato Grosso, systems with generation capacity between 1 and 5 MW fall under a LAC (Licensing by Adhesion and Commitment) and the fee for these systems is three UPFs (Tax Standard Units), equivalent to R$ 200.81 each – standard value for all projects that fall within the LAC.

Furthermore, photovoltaic energy generation projects from 5 MW to 30 MW benefit from the LAS (Simplified Environmental License). Projects above 30 MW must comply with environmental impact study and report requirements (EIA/RIMA) for environmental licensing. 

As for the rate, above 5 MW, with LAS, the calculation becomes 30 UPFs plus the value of R $1093.95 for each kW that exceeds the calculation base, which is 5 MW. Any licensing request must be filed with Sema-MT. More information can be obtained at www.sema.mt.gov.br.
