The general director of ANEEL (National Electric Energy Agency), André Pepitone, stated this Wednesday (10), in interview with Epbr, which is solely up to the Federal Government, or the National Congress, to decide on changes to the rules of the GD (distributed generation) credit compensation system in Brazil.

The issue, popularly known as “taxation of the sun”, has gained stratospheric proportions in the country. Professionals and entities in the solar sector say that changes to current rules could make continued growth unfeasible, especially in solar energy on rooftops and properties of energy consumers.

Pepitone also stressed that ANEEL is in favor of distributed generation and guaranteed that the agency will comply with what is established by law. “Once public policy is established, the agency will comply with public policy. The speed of withdrawal or not of this subsidy needs to be defined by the actor competent to do so. It will not be the regulatory agent who will define this”, he stated.

He also defended that the revision of Resolution 482 seeks to allow the advancement and sustainable development of distributed generation. “Today, the discussion of subsidies is public policy, it is no longer a matter of regulation. So, it is up to the National Congress or Federal Government to define this public policy”, highlighted the agency’s general director.

At the end of 2019, ANEEL began a public consultation to review REN 482. The public consultation received more than three thousand contributions and triggered a campaign by sector agents against the proposals presented by the agency.

Last year, President Jair Bolsonaro (no party) took a position several times in a positive way for the solar sector, stating that during his government there will be no “taxation of the Sun”.

  1. Last year, President Jair Bolsonaro (no party) took a positive stance on the solar sector several times, stating that during his government there would be no “taxation of the Sun”.

Is there a word??? I really want to see it!!

  2. It's a step backwards if they come to tax GD. The whole world is constantly looking for expansion of alternative sources. These help to a certain extent to reduce the depreciation of hydroelectric reservoirs, with all consumers benefiting, partly providing an increase in tariffs with the use of flags. Etc

  3. After so much shouting, Aneel backed down and is waiting for a bill to be ready. Alongside the LOB of the concessionaires, the Director of Aneel only obeys and, he saw that he no longer had the strength to continue on this path, in the face of the private sector taking almost 7 GW of DG across the country! Going back is a step backwards! ANEEL TRIED TO SKIP steps and among 4 scenarios established in 2015, it opted for the worst of them, placing a heavy burden on the Businessman who invested and believed in GD! Let's wait
