The Brazilian energy sector is closely following PL 414/2021, which changes the operating rules of the electricity sector.
Among the proposed changes is the expansion of access to the ACL (Free Contracting Environment), known as the Free Energy Market, for all Brazilian consumers, including low voltage consumers, which includes residential units.
If the proposal is approved, small consumers will have the freedom to choose their energy supplier, just as large and medium consumers – in general, industries – already do, who purchase energy directly from an energy producer or trader in the ACL.
It was expected that the proposal would be voted on later this year, as PL 414/2021 is on the list of priorities for this year, according to the Ordinance No. 667, of February 9, 2022, and was classified as “Priority”.
However, the creation of a special committee of the Chamber on June 1st, chaired by deputy Cacá Leão (PP/BA), frustrated these plans and the proposal should only be voted on after the elections or next year, making it impossible to specify a definitive date.
