PL 5829 appears on the agenda this Thursday (16) and is expected to be approved

The proposal was approved with adjustments in the Senate and is expected to be forwarded to the president for sanction

The Chamber of Deputies is expected to vote this Thursday (16th) on PL 5829 (Bill no. 5829/2019), which creates the GD Legal Framework.

The proposal was amended by the Senate on Wednesday (15) and was approved in a single round with an absolute majority of votes.

At the beginning of the session, the vote on PL 5829 suffered a little resistance and deputy Carlos Zarattini (PT) requested that the topic be voted on at the end of the session, since there was not enough time to read and analyze the amendments proposed by the Senate. 

“This project has just been voted on in the Senate and has now reached the plenary. We didn’t have time to analyze the changes that were made by the Senate”, protested Zarattini. 

After questioning, deputy Lafayette de Andrada (Republicanos/MG), rapporteur of the text in the Chamber, explained that all 14 amendments accepted by the Senate would not be considered. “When the project was approved here in the Chamber, it was the result of a broad agreement that involved deputies, leaders and also the electricity sector”, stated Andrada.

“All 14 amendments accepted by the Senate modified in some way what was agreed here in the Chamber. We only accepted a single amendment, because it dealt with an issue that had not yet been addressed: floating plates. Only this amendment was added”, added the PL rapporteur.

The deputy then made the call for the PL to be voted on. Furthermore, he informed that the only amendment that will be added to his report will be number 4, which deals with floating plants.

During the session, some highlights were recorded and the expectation is that after voting on the rapporteur's opinion, and amendment 4 (which deals with floating plants) is accepted, the highlights and amendments 11, 12 and 13, which had a request for voting by the PSDB and the PT.

If the amendments are approved, they will be included in the text. However, the expectation is that they will be rejected due to the commitment of most deputies to the agreement created.
