PL 311/21 (Bill 3111/21), prepared by federal deputy Eduardo da Fonte (PP-PE), in which he creates Sidluz (Light Bill Discount System), proposes a proportional reduction in consumption in the electricity bills of citizens who save electricity.

The proposal awaits analysis by the Mines and Energy, Finance and Taxation and Constitution and Justice and Citizenship committees.

The objective of the PL is to benefit, through a bonus system, citizens who save electricity in their homes.

The action was developed due to the country's hydroelectric crisis, with application starting in January 2022.

The deputy's proposal is to implement a bonus system for citizens who save electricity in their homes, accompanied by discounts proportional to the reduction in consumption on the electricity bill. 

From this PL, a family that reduces 10% in energy consumption will be entitled to a reduction proportional to their consumption, that is, a discount of 10% on the next month's electricity bill, and so on.

The bonus system will follow a criterion of reducing consumption on the electricity bill to obtain the discount, with the minimum reduction percentage being equal to 5% and the maximum discount value will be 50%. 

Eduardo da Fonte developed the program so that Sidluz replaces the new tariff flag of Water Scarcity, created by ANEEL (National Electric Energy Agency), to be consolidated between 2021 and 2022, from September to April. This measure given by the agency was due to the lack of water in Brazil.

According to the deputy, “even if the population reduces energy consumption, their bill will become more expensive, which punishes anyone who reduces consumption”, considering that “the new tariff flag charged on Brazilians' electricity bills is R$ 14 .20 per 100 kilowatt-hours, 42% more expensive than the red flag level 2, which was already the highest for the population”, he concludes. 

According to the analysis carried out by the project's creator, the new flag is not effective in promoting the electricity savings that the country needs, as there will be no incentives for rational consumption and will be just another means of collecting money for electricity distributors. energy. 

“The stimulus of the discount on the electricity bill is much more efficient in inducing the population to reduce their consumption than the indiscriminate increase promoted by ANEEL, with the new water scarcity tariff flag”, states the deputy.
