Brazil is facing the worst water crisis in the last 91 years due to the shortage of reservoirs, according to ONS (National Electric System Operator). The main consequence is the increase in energy tariffs for Brazilian consumers.
Aiming to alleviate the impact of the crisis, a bill is being processed at the Municipal Council of Maringá (PR) that encourages the adoption of photovoltaic energy by consumers in the municipality.
The text proposes a discount on IPTU (Urban Territorial Property Tax) for taxpayers who implement a solar energy system in their residence. The proposal is from delegated councilor Luiz Alves (Republicans).

Water crisis and high electricity bills drive Brazilians' adoption of solar energy
Main capitals in the South and Southeast regions of Brazil already have Green IPTU
According to the councilor, PL 16036/2021 was sent in August to Comdema (Municipal Council for the Defense of the Environment of Maringá), which requested a period of three months for evaluation before the document returns to the Legislative process.
“We are going through a moment of very serious water crisis and we cannot live at the mercy of this situation, the rivers are emptying, we need to do our part, contribute and encourage the use of clean energy. It is up to the municipality to encourage consumers to use clean energy in their homes”, adds Alves.
This PL that specifies solar energy would be included in another municipal law that already exists, the Green IPTU. According to the councilor, the definition of the discount percentage applied has not yet been defined, as it depends on the Executive Branch.
