The president of the Chamber of Deputies, Arthur Lira (PP-AL), stated that PL 5829/19 (Bill no. 5829/2019), which establishes the Legal Framework for DG (distributed generation) in Brazil, will be put to vote in the Plenary this week.
The announcement was made by Lira after the leaders' meeting. According to the president of the Chamber of Deputies, there was a large majority on the agenda. The proposal has already been discussed three times, but has not yet been discussed in the Plenary.
Last week, the PL was supposed to be discussed in a single round, requiring only a simple majority quorum for its approval. Although, was removed from the agenda during the session chaired by the vice-president of the Chamber of Deputies, Marcelo Ramos (PL/AM).
The PL's replacement text was updated for the third time last Wednesday (5) by the proposal's rapporteur, Lafayette de Andrada (Republicanos/MG). Among the changes are the maximum power limit for photovoltaic projects and the transition period, which should change from ten to eight years. (look here the new replacement text).
In addition to the GD Legal Framework, deputies must vote on the proposal that establishes a new law for environmental licensing, which aims to establish general standards for the licensing of enterprises or activities that use environmental resources and can, effectively or potentially, in any form, pollute or otherwise cause degradation of the environment.
The most recent proposal for the General Environmental Licensing Law is the fourth version by deputy Kim Kataguiri (DEM-SP), rapporteur of a working group created in 2019, to propose a replacement for PL 3729/04 (Bill no. 3729/04) and 23 attached.
“These are the main themes that will cover the Plenary. They are very controversial and will take up a lot of discussion time,” said Lira.
