A ANEEL (National Electric Energy Agency) once again denied the precautionary measure of ABSOLATE (Brazilian Association of Photovoltaic Solar Energy), which requested the suspension of technical requirements for the connection of distributed micro and mini generation.
The request had already been denied in May this year by the agency, rejecting the association's argument that the safety demands made by the concessionaires would not be supported by current regulations.
In ANEEL's understanding, additional requirements aimed at ensuring the safety of people and facilities can be carried out by distributors.
ABSOLAR questions the standards issued by distributors, arguing that the establishment of new conditions should only occur after analyzing concrete access situations in which there is technical justification, depending on the specific characteristics of the location to be accessed.
The association also argues that the application of requirements in a generalized way and with additional costs for connection creates access barriers and can constitute abuse of market power.
According to Elisa Bastos Silva, rapporteur of the process at ANEEL, the analysis of a possible improvement of the rule is not appropriate in a request for a precautionary measure, but the claim deserves attention in the process of reviewing the regulations that deal with the connection of mini-generators to distribution networks .
