The full opening of the free energy market should begin at the end of 2026. The statement was made by the Minister of Mines and Energy, Alexandre Silveira, to journalists on Thursday afternoon (10).
“We are planning to open the market in the short term for all Brazilian consumers. Every consumer will be able to decide their source. [The free energy market] for low voltage will begin at the end of 2026,” said the Minister of Mines and Energy, Alexandre Silveira.
Despite the expectation of implementation by the end of 2026, Silveira made it clear that the opening of the market depends on the approval of a bill being drafted by the government.
According to the minister, the deadline until 2026 is necessary to guarantee legal certainty and allow all stages of the legislative process to be completed.
The proposal, which is expected to cover both residential and industrial consumers, will follow a staggered model, as has already been the case with high voltage, with the start scheduled for the end of 2026 and the gradual inclusion of different consumer profiles. Full access for residential consumers is expected to happen around a year later.

According to the minister, the proposal was widely discussed with the CCEE (Electricity Trading Chamber), with the aim of structuring a model that allows the participation of different suppliers and expands society's access to different energy sources.
The expectation is that the opening of the market will stimulate competition between generators and traders, offering more options to end consumers.
“Another great advantage of opening up the market, of the freedom to choose the energy source, to choose who will buy, is to create competition. It is to create competition between generators to sell this energy,” said the minister.
