A ANEEL (National Electric Energy Agency), appointed two new members to its board of directors this Tuesday (16), Gentil Nogueira and Willamy Frota.
The first to sign the term of office was Gentil Nogueira, who previously held the position of National Secretary of Electric Energy at the MME (Ministry of Mines and Energy) and now returns to the Agency.
A mechanical engineer graduated from the Federal University of Itajubá, Nogueira has specializations in Electric Energy Regulatory Law and AIR (Regulatory Impact Analysis), both from Unb (University of Brasília).
With a broad background in the electricity sector, he began his career in 2001 in the industry supplying electromechanical equipment for power generation.
In 2007 he joined the ANEEL, where he held technical and leadership positions, such as Coordinator of Regulation of Generation Services, Coordinator of Studies of the Electric Energy Market and Superintendent of Inspection of Generation Services.
He was also a member of the Board of Directors of ONS (National Electric System Operator) and, more recently, served as National Secretary of Electric Energy between 2023 and 2025.
In his speech, he highlighted the Agency's role as a sector regulator and advocated for a balance between market agents and society.
“A ANEEL It's not a consumer protection agency, nor is it a court. It's a regulatory agency, and as such, it must act in pursuit of constant balance," he noted.
“Here I refer to the mission of ANEEL, which, although difficult to operationalize, is succinct and direct. Provide favorable conditions for the electricity market to develop with balance among agents and for the benefit of society. If this is the mission of ANEEL, this is my mission and this is the mission of everyone who works in this regulatory house,” he stated.
Nogueira also highlighted the importance of ensuring legal and regulatory security to attract investment, as well as fair tariffs and greater efficiency at all stages of the electric chair.
According to him, the energy transition and strengthening dialogue with the different actors in the sector will be at the heart of his management.
"Electric energy is an essential asset for citizens and a strategic driver of development. We are living in a new energy era marked by a fair, sustainable, and innovative transition, which requires dedication, creativity, and strategic vision," he said.
The second to take office was Willamy Frota, becoming the first Amazonian to join the board of directors. ANEEL.
An electrical engineer with experience in the electricity sector, he was president of Amazonas Energia, the state's energy distributor, and director of Eletronorte. He also served as chief of staff at the Ministry of Mines and Energy.
In his speech, he recalled the experience accumulated in different bodies of the electricity sector and reinforced the need for regulation capable of keeping up with the challenges posed by the energy transition, which he considered a milestone for the future of the Brazilian electricity matrix.
“In a country of continental dimensions like Brazil, the electricity sector has its own characteristics and is highly complex. This scenario requires ANEEL the fundamental role of regulating, monitoring and mediating to ensure that the electricity sector is safe for market agents,” he assessed.
