A ANEEL The Brazilian Electric Energy Agency (Agência Nacional de Energia Elétrica) announced changes to the public meeting schedule of its board of directors. Starting this month, deliberations will no longer take place weekly in-person, but will follow a hybrid format: biweekly Ordinary Public Meetings (RPOs), interspersed with virtual voting in the so-called Deliberative Circuit.
The new model, provided for in Organizational Standard No. 1 and already in force, establishes that circuit agendas must be published three days in advance.
Directors will have a specific window, from 8:00 AM to 6:00 PM on Tuesday, to record their votes in a computerized system. If there are any outstanding votes, the cases will automatically be submitted for deliberation at the next in-person meeting. The minutes of each circuit will be published within five business days, ensuring formal registration and publicity of the proceedings.
The 2025 calendar includes five deliberative circuits: September 30, October 14 and 28, November 11, and November 25. In-person public meetings are scheduled for October 1, 8, and 22; November 5 and 19; and December 2 and 9.
According to ANEEL, the measure aims to modernize governance and align the agency with practices already adopted by most federal regulatory agencies. Currently, more than 70% of them use some form of virtual voting.
The board also argues that, over the years, the nature of the meetings has changed, from long sessions with dozens of cases being read to shorter, more deliberative meetings.
With the digitalization and delegation of internal competencies, the average time for analyzing cases has fallen from 110 to 80 days since 2022, and the monthly backlog of cases has fallen from 758 to 332.
According to the general director of ANEELSandoval Feitosa, in an interview with Agência Infra, said the innovation doesn't reduce transparency, but rather increases efficiency. He stated that the deliberative circuit will "accelerate deliberations" and allow the board to delve deeper into strategic issues.
The agency announced that it will hold this Thursday (25), from 14:30 pm to 16 pm, the event New Rules of the Decision-Making Process of ANEEL. On that occasion, an overview of the changes to the Internal Regulations will be published and there will be a presentation detailing the new Organizational Standard No. 01 (REN No. 1.133/2025).
