The collegiate board of ANEEL (The National Electric Energy Agency) will once again have four members following the appointment of Ludimila Lima da Silva to fill, on a temporary basis, the seat that became vacant with the end of Fernando Luiz Mosna Ferreira da Silva's term.

Ludimila's appointment was formalized by Ordinance No. 249, dated August 13, signed by the Director-General of Aneel, Sandoval Feitosa, and published in the edition of last Friday, the 14th, of the Official Gazette of the Union.

The Superintendent of Concessions, Permits and Authorizations for Electricity Services thus returns to the board, where she had already temporarily served as director in 2025.

By this act, Ludimila will serve as acting director from August 14, 2026 to January 8, 2027, or until the appointment of a new incumbent to fill the vacancy resulting from the end of Mosna's term, whichever occurs first.

This measure allows the composition of the agency's board to be preserved during the period necessary for the selection and appointment of the new director. Ludimila is on the shortlist of three civil servants specifically designated for the temporary replacement of board members.

Initial deliberations

The new acting director is expected to participate in the deliberative circuit of the [organization/organization] this Tuesday, the 18th. ANEEL, therefore becoming part of the collegiate body's activities immediately after being convened.

According to information from the agency's press office, however, Ludimila will not automatically assume the role of rapporteur for the cases that were under Fernando Mosna's responsibility. The remaining cases that belonged to the former director will have to return to the drawing procedure to determine new rapporteurs.

Return to the collegiate body

This is the second time Ludimila has served as acting director of Aneel. The first time was between January and July 2025, when she temporarily took over the position left vacant by then-director Hélvio Guerra.

At the time, she remained on the board until July 2nd, respecting the 180-day limit stipulated for the temporary exercise of the function. She had been at the top of the shortlist of three civil servants selected for replacements in the directorate.

The previous experience also marked an unprecedented moment in the agency's history. It was the first time that two women simultaneously held seats on the board of directors, an occasion in which Ludimila was alongside the titular director Agnes Costa.

Career specialist at ANEELLudimila is a civil engineer, graduated from the University of Brasília (UnB), and holds a master's degree in Economic Management of the Environment, also from UnB. She joined the agency's permanent staff in 2007 as a Regulation Specialist and built a career linked to the area of ​​concessions, permits, and authorizations.

In 2018, she began serving as deputy superintendent of the Superintendency of Concessions, Permits and Authorizations for Electric Energy Services (SGC). Since 2023, she has held the position of head of the superintendency, a role she combined with her technical career at the agency before returning to the board as acting director.
