Decree No. 13.097, signed on August 12, regulated a necessary change: low-voltage industrial and commercial consumers will be able to choose their energy supplier starting November 25, 2027; all others, including residential consumers, will be able to do so on November 25, 2028. Opening up the market increases competition and freedom of choice. To build trust, you need to start with verifiable numbers. Minister Alexandre Silveira, head of the Ministry of Mines and Energy (MME), estimated that the migration could reduce the portion of the bill corresponding to energy purchases by 20% to 22%. The decree is correct in providing for a standard product regulated by the National Electric Energy Agency (Aneel) and a comparison platform, but it will only be useful if it shows the total cost. By stating that generators will no longer have the "easy" option of selling to distributors and passing costs on to consumers, Silveira enunciated a correct principle: those who sell energy must face competition. That's where the question of approximately R$ 200 billion remains. To understand it, it is necessary to separate numbers that, although related to the same auction, measure different things. The R$ 515,7 billion corresponds to the total estimated revenue from capacity reservation contracts, which can last up to 15 years. The R$ 33,64 billion announced by CCEE represents the savings calculated from the average discount of 5,52% obtained in the auction compared to the ceiling prices used in the bidding process. This number, therefore, indicates how much would have been saved in relation to the price ceiling adopted in the auction, and not necessarily what the efficient cost of the capacity actually contracted is. The issue raised by the TCU's technical area is different. By comparing the contract values with estimates of investment costs and other economic components of the projects. The central point, therefore, is not to choose which number is correct, but to demand a reconciliation of the methodologies that produced those results.
