A ANEEL (National Electric Energy Agency) updated the PDD (Distribution Development Plan) based on information submitted by distributors in 2025. The projection is that R$235,7 billion will be invested between this year and 2029 – more than double the amount invested in the previous cycle, from 2021 to 2024.
Most of the resources will be directed towards expanding the system – R$144,7 billion –, with a focus on works associated with the increase in load, driven both by greater demand from current consumers and the connection of new consumer units.
Another R$58,53 billion should be invested in improvements, aimed exclusively at improving the quality and reliability of distribution networks.
R$32,45 billion will be allocated to asset renewal – that is, replacing equipment that has reached the end of its useful life or has suffered damage (such as burns and structural damage).
In the previous cycle, between 2021 and 2024, total investments amounted to R$112 billion – of which R$70 billion was for expansion, R$25,55 billion for improvements and R$16,38 billion for asset renewal.
In 2025 alone, the sector expects to invest R$46,83 billion in works on electricity distribution networks.
According to ANEEL, the data was submitted by 92 distributors. Another eight companies that did not submit the information within the deadline will be monitored by the agency's inspection.
According to ABRADEE (Brazilian Association of Electric Energy Distributors), the regulatory action of ANEEL and the predictability brought by the debate on the extension of concessions has been fundamental in making this investment cycle viable.
"Electricity distributors are committed to expanding and modernizing their networks, focusing on continuously improving the quality of service provided to the population. The investments planned through 2029 demonstrate the sector's efforts to keep pace with growing demand, increase network resilience, and ensure greater reliability in energy supply, with a focus on reducing outages and responding to extreme weather events," the entity wrote in response to the Canal Solar.
