The Economic Development Committee of the Chamber of Deputies approved a request asking the MDIC (Ministry of Development, Industry, Trade and Services) to reassess the administrative decision that recognized the existence of a "national equivalent" for certain high-efficiency photovoltaic modules.
The request is contained in a document signed by the chairman of the committee, Representative Lafayette de Andrada (Republicanos-MG), and was submitted after the committee received information indicating possible discrepancies between the imported module analyzed in the tariff exemption process and the equipment considered equivalent in Brazil.
According to the text, the doubts concern aspects such as energy efficiency, certifications, and the scale of industrial production of the national module cited as similar.

The request asks that the MDIC conduct an on-site technical inspection (“on-site visit”) among the national manufacturers mentioned in the process, with the objective of verifying if there is, in fact, equivalent production on an industrial scale and with the same specifications as the imported product.
The commission recommends that the verification be conducted jointly with the MCTI (Ministry of Science, Technology and Innovation), INMETRO (National Institute of Metrology, Quality and Technology), and INEL (National Institute of Clean Energy).
According to the justification, the objective is to guarantee integrity, transparency, and regulatory equality in the application of the ex-tariff regime — an instrument that temporarily reduces import tax when there is no similar national product available.
The document does not rule out the existence of a similar one.
The text emphasizes that the request does not claim that a similar national product does not exist, nor does it point to any error in the MDIC's decision. The request is for a technical reassessment, motivated by possible inconsistencies raised by agents in the sector, in order to confirm or revise the understanding adopted.
Next Steps
With approval, the request will be forwarded to MDICwhich may make one of the following decisions: maintain the current decision, conduct further technical investigations, or reassess the recognition of similarity. To date, there is no set deadline for the Ministry's response.
