Free Market represents 42% of all energy consumed in Brazil

At the national level, free consumers accounted for 42% of all electricity consumed in Brazil in April 2025, compared to 36% in January 2024.

There was a 6% increase from one period to the next, according to the most recent survey released by Abraceel (Brazilian Association of Energy Traders).

Rio Grande do Sul stands out, where free consumers accelerated their participation in the ACL (Free Contracting Environment), leading the performance ranking. From 32% in January 2024, they reached the 43% mark in April 2025, an increase of 11 percentage points.

Paraná, with a variation from 42% to 52% (10 pp), and Mato Grosso do Sul, with an increase from 27% to 35% (8 pp) appear next, among the federative units in which the gains in participation were most relevant.

Leadership

In four states, free consumers are already responsible for more than half of total electricity consumption, such as Pará, where 58% of all monthly electricity consumption came from the free market. Minas Gerais comes in second place, with 56%, followed by Paraná (52%) and Maranhão (50%).

This scenario of greater momentum, according to Abraceel, occurred after the publication of Ordinance MME 50/2022, which released the possibility of choosing the energy supplier to all consumers of medium and high voltage energy.

Optimism

The association's forecast is that the free energy market's share of the total electricity consumed in Brazil will continue to grow as more consumers are authorized to choose their supplier.

This expectation also depends on the processing in the National Congress of MP (Provisional Measure) 1.300/2025, which, among other provisions, extends the right to choose the energy supplier from August 1, 2026 to industrial and commercial consumers and from December 1, 2027 to other consumers.
