The Federal Government has established the criteria for proving national content for battery energy storage systems that will be contracted in the 2026 LRCAP (Capacity Reserve Auction in the Form of Power) – National Storage, scheduled for December 2nd.
The measure is included in CIIA-PAC/CC Resolution No. 6, published this Friday (16) in the DOU (Official Gazette of the Union). The rule deals with the acquisition of nationally manufactured products in the actions of the New PAC (Growth Acceleration Program).
According to the document, the systems intended for the bidding process are subject to the "requirement of exclusively acquiring domestically manufactured products." To prove this condition, they must meet the minimum nationalization requirements stipulated in the BNDES (National Bank for Economic and Social Development) accreditation regulations.
The resolution mandates the application of the criteria from Stage 1 of this regulation, allowing suppliers to choose one of the four accreditation routes provided. For the purposes of this requirement, the storage system includes machinery, equipment, electrical material and its parts, as defined in Decree No. 11.889/2024.
Proof of national content will occur in two stages. In the pre-contractual phase, the certificates issued by BNDES must be presented to... ANEEL (National Electric Energy Agency) to allow the signing of the CRCAP (Capacity Reserve Power Contract).
During the implementation phase, the presentation of the certificates will be a condition for the start of commercial operation of the project. According to the resolution, the tender will establish how these requirements will be verified and monitored.
The publication details the verification of a requirement already foreseen for the first of two battery auctions scheduled for December.
According to ANEELThe auction to be held on December 2nd will require systems with national manufacturing verified by BNDES. The auction on December 4th, however, allows the participation of systems that do not meet this requirement.
The two tenders will contract for power availability through autonomous battery storage systems. The contracts will have a duration of 15 years, with supply beginning on August 1, 2028.
