President Jair Bolsonaro forwarded to the Federal Senate, for consideration, the name of Hélvio Neves Guerra to take on the position of director of the National Electric Energy Agency (Aneel). The message with the indication was published in the Official Gazette of the Union (DOU) this Tuesday, 17th.
Guerra is currently deputy secretary of Energy Planning and Development at the Ministry of Mines and Energy (MME). Previously, he was superintendent at Aneel and professor at the Federal University of Amazonas.
If the name is approved, it will fill the vacancy left by Rodrigo Limp Nascimento, who resigned to take over as Energy Secretary in place of interim Domingos Romeu Andreatta, in the position since the departure of then Secretary Ricardo Cyrino in October last year. The new director will assume the position until May 2022, a period that would expire the term of Limp, appointed in the government of former president Michel Temer.
According to Aneel, directors are appointed by the President of the Republic to serve non-coincident mandates of five years, with reappointment prohibited, according to a law approved by Congress in 2019. Previously, mandates lasted four years, with reappointment permitted.
The formal criteria for appointing Aneel directors are regulated by Law No. 9.986/2000, which deals with the management of human resources at Regulatory Agencies. Among the necessary requirements for such appointment are, for example, having at least 10 years' experience in the public or private sector, in the regulatory agency's field of activity or in an area related to it, at least four years' experience as a teacher or researcher and academic background compatible with the position for which you were appointed.
