INEL (National Clean Energy Institute) launched this Thursday (24) a website to follow the progress in the Federal Senate of PL 624/2023, which aims to establish REBE (Basic Energy Income Program) and expand access to solar energy for low-income families.
On the website the public can follow the progress of bill in the committees, understand the impacts of the proposal and participate in the mobilization, sending expressions of support for PL 624/2023. The website also presents an interactive map of votes, which shows which parliamentarians have already positioned themselves in relation to the issue.
“This website is a tool within a strategic campaign that INEL has initiated and that has already mobilized part of the National Congress. We have carried out information blitzes to raise awareness among senators about the issue,” explained Heber Galarce, president of INEL.
Approved by the Chamber of Deputies in May 2024, PL 624/2023 awaits analysis in the Senate, where it must pass through the CAS (Social Affairs Committee), chaired by Senator Marcelo Castro (MDB-PI), and Infrastructure (CI), chaired by Senator Marcos Rogério (PL-RO) before proceeding to the Plenary.
According to deputy Lafayette de Andrada (Republicanos-MG), president of FREPEL (Mixed Parliamentary Front for Clean Energy) and rapporteur of the project in the Chamber, the proposal amends article 2 of Law 14.300/2022, prohibiting concessionaires from denying access to the grid for microgeneration systems (up to 75 kW) based on this argument.
As for mini-generation systems (75 kW to 3 MW), the parliamentarian highlights that, according to the project, concessionaires must present detailed technical justifications signed by a responsible professional.
“Today, thousands of families and small entrepreneurs have their DG projects blocked by distributors. With the approval of the project, we guarantee legal security and promote the sector with technical responsibility, in addition to expanding access to clean energy,” said Lafayette.
