New transmission map from the Ministry of Mines and Energy indicates where the electricity sector will invest billions until 2032.

The MME (Ministry of Mines and Energy) published the 5th Issue of POTEE 2025 (Plan for Granting Electricity Transmission Licenses), a document that consolidates the needs for expansions, reinforcements, and decommissioning of the Basic Network and other facilities of the SIN (National Interconnected System).

The update was approved through SNTEP/MME Ordinance No. 3.146 and serves as a reference for the planning and expansion of transmission infrastructure in Brazil.

Prepared based on technical studies developed by the MME itself and by EPE (Energy Research Company), ONS (National System Operator) and ANEEL (National Electric Energy Agency), the document establishes the investment needs in the short and medium term and guides future authorizations and bidding processes in the segment.

In practice, POTEE functions as a kind of "compass" for the transmission sector, officially indicating the necessary works, their implementation deadlines, and the estimated dates for commercial operation. This information will also serve as a reference for future authorizations issued by... ANEEL.

The Northeast region accounts for a significant portion of new expansions.

Among the main new indications in the 5th issuance are new infrastructure projects in the North and Northeast regions, including the implementation of 500 kV transmission lines and expansions of strategic substations for energy distribution and connection of new loads.

Notable projects include:

  • The new 500 kV Açu III–Pecém IV transmission line, approximately 300 kilometers long;
  • The connections between Pecém IV, Parnaíba III and Jaguaruana II;
  • The implementation of the new Angicos substation, on the Rio Grande do Norte–Ceará axis;
  • The reinforcements to the electrical system in Pará include new 230 kV lines and the installation of synchronous compensators.

A large portion of these projects are scheduled to become operational between 2030 and 2032, reflecting the need to expand the transmission grid to accommodate the growth in renewable energy generation and electricity demand.

Reinforcements open up opportunities for manufacturers and service providers.

In addition to new lines and substations, POTEE presents several opportunities related to strengthening existing assets, including:

  • Installation and replacement of power transformers;
  • Installation of capacitor and reactor banks;
  • Upgrades and retraining of transmission lines;
  • Expansion of yards and connecting modules;
  • Installation of synchronous compensators and FACTS equipment.

Among the highlighted projects are reinforcements in important electrical corridors in the states of São Paulo, Minas Gerais, and Rio Grande do Sul, including the upgrading of 345 kV, 440 kV, and 500 kV lines operated by concessionaires such as ISA Energia Brasil, AXIA, and CPFL Transmissão.

Advance planning can generate a competitive advantage.

For equipment manufacturers, engineering firms, EPC contractors, transmission companies, and investors, the new edition of POTEE represents an important business prospecting tool.

This is because the document anticipates the future needs of the Brazilian electricity system, allowing industry players to align commercial strategies, production capacity, and investment plans with greater predictability.

The publication of the 5th Issue of POTEE 2025 thus reinforces the role of sectoral planning as a fundamental instrument to guarantee the coordinated and safe expansion of the country's energy transmission infrastructure.
