POTEE Files (Plan for Granting Electricity Transmission Licenses)

The Brazilian Ministry of Mines and Energy (MME) published the 5th Issue of the POTEE 2025 (Electricity Transmission Grant Plan), a document that consolidates the needs for expansions, reinforcements, and decommissioning of the Basic Network and other facilities of the National Interconnected System (SIN). The update was approved through SNTEP/MME Ordinance No. 3.146 and serves as a reference for the planning and expansion of transmission infrastructure in Brazil. It was developed based on technical studies carried out by the MME itself, as well as by EPE (Energy Research Company), ONS (National System Operator), and... ANEEL (National Electric Energy Agency), the document establishes the investment needs in the short and medium term and guides future authorizations and bidding processes in the segment. In practice, the POTEE functions as a kind of "compass" for the transmission sector, officially indicating the necessary works, their implementation deadlines, and the estimated dates for commercial operation. This information will also serve as a reference for future authorizations issued by the ANEELThe Northeast region concentrates a significant portion of the new expansions. Among the main new indications in the 5th issuance are new structuring projects in the North and Northeast regions, including the implementation of 500 kV transmission lines and expansions of strategic substations for energy flow and connection of new loads. Projects such as the new 500 kV Açu III–Pecém IV transmission line, approximately 300 kilometers long, stand out; the connections between Pecém IV, Parnaíba III, and Jaguaruana II; the implementation of the new Angicos substation on the Rio Grande do Norte–Ceará axis; and reinforcements to the Pará electrical system, including new 230 kV lines and the installation of synchronous compensators. A large part of these projects are expected to be operational between 2030 and 2032, reflecting the need to expand the transmission network to accommodate the growth of renewable generation and electricity demand. Reinforcements Open Opportunities for Manufacturers and Service Providers In addition to new lines and substations, POTEE presents several opportunities related to reinforcements in existing assets, including: Installation and replacement of power transformers; Implementation of capacitor banks and reactors; Upgrading and reconductoring of transmission lines; Expansion of yards and connection modules; Installation of synchronous compensators and FACTS equipment. Among the highlighted projects are reinforcements in important electrical corridors in the states of São Paulo, Minas Gerais, and Rio Grande do Sul, including the upgrading of 345 kV, 440 kV, and 500 kV lines operated by concessionaires such as ISA Energia Brasil, AXIA, and CPFL Transmissão. Advance planning can generate a competitive advantage. For equipment manufacturers, engineering companies, EPC contractors, transmission companies, and investors, the new edition of POTEE represents an important business prospecting tool. This is because the document anticipates the future needs of the Brazilian electrical system, allowing sector agents to align commercial strategies, production capacity, and investment plans with greater predictability.
