As changes caused by MP (Provisional Measure) 1.232/2024, in the CCC budget (Fuel Consumption Account) and in the electrical sector's expenses with the EER (Reserve Energy Charge), may increase the value of electricity tariffs of Brazilian consumers in the coming years.
According to an analysis published by TR Solutions, the approved text may cause a impact on electricity tariffs of Brazilians in an interval between a reduction of R$ 5,79 per MWh to a increase of R$4,35/MWh.
The interval is mainly due to the fact that, in the projections, they were considered different PLD scenarios (Differences Settlement Price).
A Most of these variations should be observed between 2025 and 2030, with the impacts varying according to the geographic region where the consumer is located and the voltage level of their connection, among other aspects, as indicated in the table below:
Projection of MP tariff impacts (in R$/MWh)

“The large variation is due to the fact that, although the CCC tends to decrease with changes in legislation defined by the MP, the EER should increase. However, its behavior is directly linked to the evolution of the PLD”, explains Helder Sousa, director of regulation at the technology company specializing in energy tariffs.
What does MP 1.232/2024 provide?
Published on June 13 of this year, MP 1.232/2024 transfers costs that were in the CCC to the EER heading, with changes in the payment method and apportionment market.
In the first case, the distributor received the funds from the charge and had to make payments directly to the contracted generators.
In the case of Reserve Energy, now in force, generators no longer depend on this transfer, since payment takes place in the monthly settlement carried out by the CCEE (Electric Energy Commercialization Chamber).
The solution was suggested by a working group from the MME (Ministry of Mines and Energy) to resolve the distributor's financial situation.
The provisional measure also provides for the transfer of corporate control of Amazonas Energia to another economic group.

I don't even know if I call it “jabuti”, the Liabilities left to the Brazilians and there are decades of CCC, so I will call the SIN a spoliation due to the fact that it is not fully interconnected throughout the nation. SiSols!!
