Electricity distributors across the country, including those in the Federal District, São Paulo, Pará, Pernambuco and Piauí, are preparing special operations for the second round of the 2026 elections, scheduled for this Sunday (25).
The measures include reinforcing teams, monitoring the electrical grid, suspending scheduled power outages, and prioritizing service to polling places.
The actions occur after the ANEEL (National Electric Energy Agency) determined, in September, that distribution concessionaires and licensees should develop special service plans to reduce the risk of supply interruptions during the electoral process.
The goal is to reduce the risk of power outages during voting and to expedite the restoration of service in case of incidents that may affect schools, electoral offices, and other facilities used by the Electoral Court.
Among the utility companies that have announced contingency plans are CPFL Paulista, Enel Distribuição São Paulo, Equatorial Pará, Equatorial Piauí, Neoenergia Pernambuco, and Neoenergia Brasília.
CPFL Paulista
CPFL Paulista has prepared a plan to monitor the power supply at 2.805 polling places located within its concession area in the state of São Paulo.
Considering the other distributors of the CPFL Group in the state, the operation covers 4.106 locations. In Campinas (SP), for example, 267 consumer units linked to the electoral process will have priority in service in case of interruption of supply.
The company reported that teams will be positioned at strategic points throughout the weekend, with professionals on duty and on standby at the Integrated Operations Center (COI).
Mobile generators may also be used in specific situations. The power company will not carry out scheduled power outages at the mapped polling stations during voting.
The plan includes monitoring weather conditions through bulletins from Climatempo and was aligned with ARSESP (São Paulo State Public Services Regulatory Agency) and TRE-SP (São Paulo Regional Electoral Court).
An exclusive communication channel was also made available to receive requests from the court and the schools used as polling places.
Enel SP
In the metropolitan region of São Paulo, Enel Distribuição São Paulo has structured a special operation across the 24 municipalities within its concession area.
The concessionaire will position teams near the polling places and will maintain a representative from its Operations Center at the TRE-SP headquarters, with a direct line of communication to expedite service.
Locations classified as critical by the Electoral Court will be specially monitored through a digital panel updated in real time, which will allow for the identification of incidents and the direction of field teams.
The company may also perform remote maneuvers on the electrical grid, using remote control systems, to accelerate the restoration of supply in priority areas.
Generators will be available for the TRE-SP headquarters and other strategic facilities, while telecommunications infrastructure essential to the electoral process will receive priority monitoring and support.
The operation will also involve integration with the CICC (Integrated Command and Control Center), involving agencies such as the Fire Department, Civil Defense, Civil and Military Police, and CET (São Paulo's traffic authority). Enel has informed that it will not carry out any scheduled power outages on the voting date.
Equatorial Pará
In Pará, Equatorial will have 655 professionals mobilized, distributed across 284 teams throughout the state. The plan continues the preventive actions carried out in the first round, including inspections and maintenance on the circuits that serve electoral offices.
During the voting process, teams will be positioned in strategic locations to attend to priority facilities, such as the Integrated Command and Control Center, the Regional Electoral Court, and the Voter Service Center.
The distributor will also maintain operational support at the TRE headquarters, where the vote count will take place. Professionals from the Integrated Operations Center will monitor the supply conditions, prioritizing any incidents. Monitoring will continue until the official results are released.
In addition to maintenance teams, professionals from the areas of Information Technology, Communication, Security, and Customer Relations will remain on standby. The structure will encompass Belém and the concessionaire's units in Castanhal, Altamira, Marabá, and Santarém, as well as the municipalities that have electoral offices.
Equatorial Piaui
Equatorial Piauí will also maintain a special operation during the second round, with approximately 550 teams mobilized throughout the state.
Neoenergia Pernambuco
In Pernambuco, Neoenergia has prepared an operation to monitor the power supply at 3.389 polling places, including 15 units considered a priority by the TRE-PE (Regional Electoral Court of Pernambuco).
The concessionaire will mobilize 253 teams, supported by 61 operational bases and more than 50 professionals dedicated to monitoring.
The preparation included inspecting more than 32 kilometers of power lines, carrying out more than 350 preventive tree trimming operations, and performing 23 maintenance services.
In the locations deemed a priority by the court, inspections of the circuits responsible for supplying electricity to the buildings have been completed.
During the second round, four analysts will be working to address requests related to the TRE-PE (Regional Electoral Court of Pernambuco), and two engineers will be dedicated to monitoring the operation.
The company will also provide four mobile substations at strategic locations, in addition to emergency equipment to expedite any necessary interventions.
In Fernando de Noronha, the distributor will maintain an additional fuel stock to ensure operational autonomy during the election period.
Like other utility companies, Neoenergia Pernambuco has announced that it will not be carrying out scheduled power outages for maintenance of the electrical grid over the weekend.
Neoenergia Brasilia
In the Federal District, Neoenergia Brasília will maintain on-call teams at the TSE (Superior Electoral Court) headquarters during the second round, monitoring the electrical system conditions in real time during voting and vote counting.
The operation covers all 614 polling places in the Federal District, where more than 2,2 million voters are eligible to vote.
For the election period, the distributor increased its field technician staff by more than 35% and expanded its Integrated Operations Center (COI) team by 30%.
The professionals were strategically deployed, taking into account voter concentration, travel time, and the importance of electrical circuits for the operation of the polling stations.
In addition to teams present at the TSE (Superior Electoral Court), the operation will include professionals at the COI (Integrated Operations Center) and the distributor's Solution HQ, as well as direct communication with the CIOB (Integrated Operations Center of Brasília).
The planning aims to allow for the identification of potential failures, the deployment of teams, and the adoption of measures to restore power supply more quickly.
The preparation included more than 6 interventions in the electrical grid and vegetation management actions in areas with a higher concentration of voters.
The concessionaire also carried out inspections on the circuits serving strategic facilities, such as the TSE (Superior Electoral Court), the TRE-DF (Regional Electoral Court of the Federal District), the Legislative Chamber of the Federal District, the vote counting boards, and the main polling places. According to the company, the identified issues have been corrected.
In the sub-transmission network, more than 1.800 kilometers of lines and all substations were inspected. The distributor also carried out more than 143 preventive and corrective maintenance operations, in addition to expansion, renovation, and digitization works on equipment in five substations.
According to Neoenergia Brasília, the special operation continues the work carried out in the first round. On that occasion, according to an assessment by the TRE-DF (Regional Electoral Court of the Federal District) reported by the concessionaire, there were no interruptions to voting due to problems related to the electricity supply.
The measures adopted for the second round aim to reduce the risk of network failures and ensure rapid response to any incidents during the electoral process.
