The projected budget for the "Light for All" program in 2027 will be approximately 35% lower than the amount approved for 2026, which was R$ 2,5 billion.
The Ministry of Mines and Energy (MME) has opened for public consultation a proposal to allocate R$ 1,6 billion from the Energy Development Account (CDE) to the program next year. The reduction is equivalent to approximately R$ 900 million.
Despite the reduction in resources, the proposal foresees the continued expansion of service. The MME's plan includes up to 67,8 new consumer units by 2027. The consultation will remain open for contributions until September 28th.
The schedule involves 31 contracts or tranches with physical or financial impact during the period, of which 12 are in execution, another 12 are under analysis, and seven correspond to new stages. In addition, 15 contracts may reach the final financial release phase over the next year.
The allocation of resources also reveals the priority given to the most difficult-to-reach areas. Of the total proposed, R$ 850,5 million would be allocated to families located in remote regions of the Legal Amazon, while R$ 757,2 million would go to rural areas.
Amazon
Among the states, Pará has the highest projected investment, followed by Amazonas. Piauí and Bahia follow. In Pará, the goal for this new phase is to serve 19 consumer units, 15 of which are located in remote areas of the Legal Amazon.
The plan proposed by the ministry prioritizes people who still lack access to public electricity distribution services.
The list includes low-income families, indigenous peoples, quilombola communities, riverside communities, extractivists, and other traditional peoples. It also includes structures such as schools, health units, and community facilities.
Thus, although the projected budget for 2027 is significantly lower than this year's, the proposal does not represent an interruption of the program, but rather the scheduling of a new phase of universalization, focused on segments and localities not yet served.
Oscillation
The justification for reducing the amount to be invested in 2027 follows an explanation that has already appeared in other cycles of the "Light for All" program. That is, the annual budget does not necessarily follow a linear trajectory, because disbursements vary according to the phase in which the contracts are.
Historically, a significant portion of expenses occurs at the beginning of projects, when equipment is acquired and infrastructure is mobilized. In subsequent stages, focused on the continuity or completion of the projects, the need for resources may decrease.
This argument was also present in the transition from 2025 to 2026, when the Ministry of Mines and Energy (MME) put out for consultation a proposal to reduce CDE resources by approximately 33%.
This behavior, therefore, would not be unprecedented, because fluctuations in the range of 30% to 36% have already occurred during transition periods between hiring phases or after periods of greater concentration of initial investments in materials and infrastructure.
The historical record also shows a more prolonged period of contraction between 2015 and 2022, marked by fiscal adjustments, government transitions, and the freezing of federal resources and CDE quotas.
This movement contributed to slowing down the universalization process until the program was relaunched in a renewed format, with greater attention to the Legal Amazon region.
For 2027, the nominal cut of approximately R$ 1 billion is among the largest recent adjustments to the program, but the reduction is mainly due to the physical-financial schedule of the contracts and the degree of maturity of the service stages of the regional concessionaires.
