The Chamber of Deputies approved Bill 1707/24, which sets aside R$400 million in guarantees for credit operations of shared solar energy generation cooperatives in rural areas. The bill, which now goes to the Senate, provides for the application of the funds for 18 months, with support from the FGO (Operations Guarantee Fund).
According to the Câmara de Notícias Agency, the proposal aims to facilitate access to credit through Pronaf, provided the energy generated is used in the cooperative members' agricultural activities. The guarantee will be combined with energy transition and decarbonization policies, and projects must comply with national content requirements.
“This initiative contributes to decentralizing production and democratizing access to renewable energy in the countryside,” said the rapporteur, Congressman Nilto Tatto (PT-SP).
The measure was authored by Congressman Pedro Uczai (Workers' Party-SC) and received additions in the plenary, including the creation of two programs: Prosaf (Agroecologically Based Agroforestry Systems) and the National Productive Forest Program. Both programs seek to integrate agricultural production and environmental preservation.

Prosaf will focus on the recovery of degraded areas and encouraging climate-resilient agriculture, prioritizing agricultores family members, settlers, traditional peoples and quilombolas.
The Productive Forests program aims to adapt degraded areas to sustainable production, with access to credit, technical assistance and payment for environmental services.
The proposal of Chamber It also provides for a governance structure with a board, a technical committee, and an operational plan for the programs. Funding will come from the federal budget and environmental and climate funds, as well as possible partnerships with international organizations.
During the vote, opposition lawmakers questioned the inclusion of agro-environmental programs in the original text and warned of potential electoral bias. Uczai responded that the resources will be provided through financing and will follow the rules of the National Monetary Council.
