A Fortaleza City Hall (CE) launched, last Tuesday (13), the international public competition notice for PPP contracting (public-private partnership), in the form of administrative concession, for the implementation, management, operation and maintenance of energy efficiency projects for schools and daycare centers, with a term of 25 years.

According to Pasta, the installed photovoltaic systems will provide savings estimated 19,8% for the Public Power, equivalent to R$38,4 million over the contract period, absorbing the consumption of 468 units.

The project initiative for teaching units aims to reduction of City Hall's fixed expenses. To meet the costs related to the project, an estimated CAPEX of approximately R$52 million, to be invested by the private sector.

Interested parties who meet the criteria set out in the Notice, and must deliver the envelopes with the documentation of accreditation and guarantee of the proposal, value proposal and qualification, by August 1, 2023, at 9:15 am, at the headquarters of the Fortaleza Bidding Center (Avenida Heráclito Graça, 750 – Centro) .

In the bidding process, whoever presents the lowest maximum monthly consideration value wins and there is provision for an independent verifier to support the granting authority (municipality) in measuring performance indicators of the contracted company, throughout the concession period.

“The City Hall aims to optimize costs, promoting energy efficiency through the replacement of lamps and equipment and, also, the production of energy for this equipment through the solar matrix”, points out Rodrigo Nogueira, Secretary of Economic Development.

“Another important aspect is the possibility of guaranteeing the amount to be paid by the municipality regarding the cost of energy consumed in schools and daycare centers, considering the significant adjustments in the tariff value in recent years. The aim is also to serve as an example for other public entities, which must seek sustainable alternatives”, he highlighted.

According to Dalila Saldanha, Secretary of Education, this action is a reflection of continuous work on innovation in public management. “Our schools and daycare centers will receive another project with relevant environmental benefits for everyone. This is a sustainable solution, a trend today when it comes to the use of renewable resources. We hope that the municipal network units will have excellent results with this initiative.”
