Tariffs for quota-operated hydroelectric plants rise 19,8% after review.

The generation tariff for hydroelectric plants subject to the quota system increased by 19,8%, reaching R$ 257,54/MWh, including PIS/Cofins taxes. The new value will be considered in the tariff coverage for quota-holding distributors, effective from July 2026 to June 2027.

Under the quota system, regulated consumers do not pay the market price for energy produced by hydroelectric plants. The plants receive a revenue defined by... ANEEL (National Electric Energy Agency), intended to cover operating and maintenance costs, recognized investments, and other regulatory components.

The model was established by Law No. 12.783/2013 for hydroelectric plants whose concessions were extended. Under this regime, the physical guarantee of energy and power from the plants is divided into quotas and allocated by... ANEEL to the distributors. Instead of freely trading the production, the concessionaire provides the generation service and receives the RAG (Annual Generation Revenue).

The cost of the quotas is incorporated into the tariffs of consumers served in the regulated market. This Wednesday (29), the ANEEL The regulatory body approved the RAGs (Annual Guaranteed Revenues) of the 59 plants that remain under the quota system. The values ​​will be applied to the cycle between July 2026 and June 2027.

Discounting reduces revenue and energy volume.

The main factor considered in the review was the final stage of the de-quotaing of 13 hydroelectric plants belonging to Axia Energia, formerly Eletrobras. The process began in 2023, with an annual reduction of 20% in the guaranteed physical energy and power allocated to the quota system.

Law No. 14.182/2021, which authorized the privatization of Eletrobras, allowed these power plants to gradually migrate to the independent production regime. In this model, the company ceases to receive regulated revenue and begins to sell energy on the market.

Axia Energia will still receive the RAG (Annual Revenue Adjustment) related to the 13 hydroelectric plants until December 2026. After that period, the energy from the projects will be entirely outside the quota system. With the removal of the quota system, the total RAG approved by... ANEEL The total came to R$ 8,12 billion, a 6,34% reduction in revenue allocated to quota-holding plants.

Despite the drop in total revenue, the tariff increased by 19,8%. This occurred because the reduction in the physical guarantee allocated to the quota system was proportionally greater than the decrease in the RAG (Reduced Energy Amount). With less energy to divide the recognized costs, the value per megawatt-hour increased.

The tariff will serve as a reference for defining the tariff coverage of distributors that receive the quotas. From January 2027, the value will be applied without PIS/Cofins and will be R$ 233,72/MWh, due to the replacement of these taxes within the scope of the tax reform.
