November 25, 2025 marks a turning point in the country as it consolidates a package of regulatory changes for the Brazilian electricity sector starting in 2026. Vice-President Geraldo Alckmin sanctioned Law No. 15.269/2025, maintaining 20 vetoes to Conversion Bill No. 10/2025, originating from Provisional Measure No. 1.304/2025.

The text is considered important because it offers, albeit partially, an answer to one of the main impasses in the sector: curtailment, or the cuts in renewable generation determined by the ONS (National System Operator). This practice, intensified in recent years, has accumulated losses in the billions for companies that own wind farms and solar power plants.

The law also reorganizes and expands the set of sector charges; advances the opening of the free market to new consumer profiles; establishes a spending ceiling for the CDE (Energy Development Account); replaces the mandatory contracting of gas-fired power plants with hydroelectric plants; redefines criteria for self-production projects; authorizes the renewal of contracts for coal-fired power plants; alters rules for the commercialization of natural gas; among other structural adjustments.

This report aims to document the trajectory and scope of the new regulatory framework, offering an overview of the law's main points.
