The MME (Ministry of Mines and Energy) opened the Call for Ideas on Energy Efficiency to receive projects and actions aimed at improving the preparation of the 5th Resource Application Plan (PAR) of the National Electric Energy Conservation Program (Procel). O form to participate is available at program page and contributions can be sent until March 10.
According to the MME, the objective is for agents in the area of energy efficiency and the general public to present their contributions to the efficient use of energy, reduction of greenhouse gas emissions and mitigation of environmental impacts.
The projects presented that will be developed within the scope of Procel may have different aspects, such as education, buildings and industries. Contributions will be analyzed by the MME's Electric Energy Conservation Coordinating Group (GCCE), which will have the autonomy to decide on whether or not to use the proposals received.
The results will be released in March, through a webinar that will discuss the proposals submitted.
About PAR
Law No. 9.991/2000, amended by Law 13.280/2016, establishes the obligation to collect 20% of the net operating revenue of energy distribution concessionaires and licensees for application, annually, in research and development (R&D) and programs energy efficiency (PEE). The annual transfer of resources to Procel and their use are subject to the presentation of a Resource Application Plan (PAR).
“Through the Resource Application Plans, it was possible to allocate specific resources with the potential to leverage energy efficiency technologies nationwide in industry, buildings, environmental sanitation and public lighting. Procel also invests in transversal actions related to the dissemination of information, educational methodologies, granting of the Procel Seal and various studies to support the sector’s short-term planning.”
According to MME, since these resources became available to the Program, around R$260 million have already been invested between 2017 and 2020.
In 2021, the results achieved by Procel provided savings of 20 billion kWh, which corresponds to 4,5% of all national electricity consumption in the period; the postponement of investments of around R$4,3 billion; and the reduction in emissions of 2,87 million tCO2 equivalents into the atmosphere, an amount corresponding to the emissions of 987 thousand vehicles in one year.
The last approved PAR (4th PAR), effective between March 2022 and March 2023, had a resource contribution of around R$402 million.
The projects included in each approved Plan have a maximum implementation period of 24 months and must meet the following criteria:
- Alignment with Procel subprograms and ongoing public energy efficiency policies;
- Comprehensive and structuring nature, with nationwide impacts;
- Existence of compensation from beneficiaries and ability to leverage resources from other sources;
- Replicability potential.
