A ABSOLAR (Brazilian Association of Photovoltaic Solar Energy) held, last Wednesday (10), a live on Instagram about the bill that will allow companies with energy credits to make donations for essential services to combat Covid-19.
The guest was deputy Lucas Redecker (PSDB/RS), co-author of the PL and president of the Brazilian Electric Energy Code Commission. During the online event, he commented on the prospects for implementing the project, which is on an urgent basis.
“I see that we are well articulated. The project must be approved easily and without opposing votes. We are working so that once we approve it, the measure can be implemented as quickly as possible”, commented Redecker.
According to the deputy, it will now depend on the meeting of Congress leaders, who are trying to put the approval of the PL on the agenda. “We have to understand that it is not just this segment that has projects that benefit sectors. All segments have projects. So, it ends up being a struggle to put it on the agenda even on an urgent basis”, he explained.
The PL has technical support from ABSOLAR, which recommends regulation by ANEEL (National Electric Energy Agency) within ten days of publication, with a specific adjustment to Normative Resolution 482, of 2012. The idea of the bill was suggested by integrator Ricardo Rizzoto and structured and taken to parliamentarians by the entity.

How does donating credits work?
The event also had the participation of Bárbara Rubim, vice president of GD at ABSOLAR, and Nathália Fiumari, Institutional and Governmental Relations of ABSOLAR. Both highlighted the importance of the PL and explained how the credit donation process works.
“What we are anticipating is not the creation of a new compensation modality. So, the entity that will receive the credits would not, for example, have to change ownership of its consumer unit or fall into a modality such as shared generation or remote self-consumption. In this case, the consumer who is interested in donating the credits would basically inform the distributor, through a registration that the distributor would have to create in five or ten days. This way, he would inform the institution to which he would donate the credits and, in the next billing cycle, that institution would already receive the percentage of credits”, explained Bárbara.
