The CCEE (Electricity Trading Chamber) will calculate the official values for the PLD (Difference Settlement Price) on December 31st, which will come into force from January 2021.
According to the organization, the change is significant, but the two years reserved for market preparation ensure that the transition will be smooth and safe.
“The implementation of an hourly pricing model has been a goal of the electricity sector for almost 20 years, which will come to fruition in less than a month”, celebrated Talita Porto, vice-president of the CCEE Board of Directors.
“We spent a lot of hard work updating and preparing our teams, improving the calculation tool and preparing agents for this new development. Now, we will reap the results of this effort”, he highlighted.
The entity pointed out that the PLD Schedule It will make the pricing of energy sold in the country more quickly reflect changes in generation and consumption scenarios throughout the day.
He also stated that it opens the doors to the creation of new products and types of contracts to be offered on the free market, in addition to helping the sector in its modernization process.
PLD Phases Schedule
The MME (Ministry of Mines and Energy) announced, in September 2019, the decision to implement the hourly price in two phases. The first of these came into effect in January of this year, when the ONS (National Electric System Operator) adopted Dessem (Very Short Term Hydrothermal Dispatch Model) in the operating schedule.
In the second phase, which will be implemented in January 2021, CCEE will adopt Dessem in calculating the PLD, accounting and settlement of the short-term market.
“One of the points discussed during the final stretch of implementation, the need to improve hourly load forecasting models, should not be an impediment to the application of Dessem from January onwards”, pointed out Talita.
For her, nothing prevents the market from continuing to use current methods over the first few months and from implementing the forecast model when it is working in a stable and consolidated manner.
The results of the PLD calculations for each hour of the following day can be consulted on the portal and on the organization's mobile app. To access the preview from the 31st, it is necessary to update AppCCEE to version 1.9.0.
'Hourly price will not affect photovoltaic DG'
According to Bernardo Marangon, specialist in electricity markets and director of Exata Energia, it is important to highlight that the arrival of the hourly price from next year in the commercial scope of the electricity sector does not affect photovoltaic DG (distributed generation).
“This change will only have effect on free market participants. For ACL (Free Contracting Environment) solar projects, it will certainly have a positive effect, as prices are higher at times when there is greater demand for energy, precisely the time when the projects are generating the most energy”, emphasized Marangon.
