The board of ANEEL The Brazilian Electric Energy Agency (Agência Nacional de Energia Elétrica) has postponed the hearing on the public consultation launched to improve regulation for electricity storage. With two votes in favor, Director Fernando Mosna requested review, and the process was removed from the agenda.
In a lengthy vote, the rapporteur for the case, acting director Daniel Danna, read more than 200 articles, which included contributions from the agency's technical departments. His vote was echoed by that of the director general of ANEEL, Sandoval Feitosa, before Mosna asked for views.
The public consultation received 652 contributions, of which 131 were accepted by the technical departments and 258 were partially accepted. The point of disagreement that prompted the request for further review was the issue of double pricing, which prompted numerous requests for postponement from industry associations to further consolidate the text.
Rapporteur Daniel Danna rejected the considerations and submitted his report for a vote. Although praised by Mosna, the postponement raises further questions, as Danna and fellow interim Ivo Secho Nazareno may soon leave their positions at the regulatory agency's top level.
This month, the Federal Senate is making a concerted effort to interview the 39 government nominees for positions in regulatory agencies and other bodies. Among them are the two interim positions in ANEEL, for which Gentil Nogueira de Sá Júnior and Willamy Moreira Frota were nominated.
Their names will be reviewed by the Senate Infrastructure Committee (CI), and if approved, will be submitted to the plenary for approval. There is no date yet for a public meeting for the committee to vote on the names, but Senate President Davi Alcolumbre's initial expectation was to complete the entire process by Friday (15).
