A ANEEL (National Electric Energy Agency) opened, this Wednesday (11), Public Consultation No. 66/2020 to obtain suggestions on changes to the Normative Resolution No. 843/2019, relating to the application of the hourly price for the sale of electrical energy.
According to the agency, the objective is to improve aspects of the standard before it comes into force, scheduled for January 1, 2021. The main goal is to identify the devices that will need to be adapted so that the premises of the PLD are reconciled (Price Settlement of Differences) hourly with those of the CMO (Marginal Cost of Operation) semi-hourly.
According to ANEEL, the PLD currently used in the MCP (Short-Term Market) for electricity has weekly granularity, in three load levels (light, medium and heavy), and is established by the chaining of medium and short-term computational models.
As of January 1, 2021, the CCEE (Electric Energy Trading Chamber) will adopt Dessem (Very Short-Term Hydrothermal Dispatch Model) in calculating the PLD for accounting and settlement of the short-term market.
Mateus Tolentino, partner and Middle Office director at Prime Energy, highlighted that there was an evolution with the model adopted in the first phase of the hourly price. However, for him, there are still points of adjustment to bring planning closer to the operation. “It was a year of process adjustments by the ONS (National Electric System Operator) itself in a process of continuous improvement,” he said.
“From the PLD point of view, for the second phase of the hourly price, it is expected to provide an economic signal to agents more adhering to real-time operations”, concluded Tolentino.
The public consultation is available for contributions until November 20th by email cp066_2020@aneel.gov.br. Related documents can be accessed at page of ANEEL internet, in the space of Public Consultation No. 066/2020.
Hourly price will not affect photovoltaic DG
According to Bernardo Marangon, specialist in electricity markets and director of Exata Energia, it is important to highlight that the arrival of the hourly price from next year in the commercial scope of the electricity sector does not affect photovoltaic DG (distributed generation).
“This change will only have effect on Mercado Livre participants. For ACL (Free Contracting Environment) solar projects, it will certainly have a positive effect, as prices are higher at times when there is greater demand for energy, precisely the time when the projects are generating the most energy”, Marangon pointed out.
