The Plenary of the Chamber of Deputies finally concluded, on Wednesday night (18), the vote on the bill that establishes the Paten (Energy Transition Acceleration Program). The matter had already passed through the House in March, after almost four years of processing.
How it had been modified by the Federal Senate last month, had to pass through the scrutiny of the deputies again. Now the text goes to the president for sanction.
The project focuses on sustainable development, encouraging the financing of projects, especially those related to infrastructure, research and the development of technological innovation.
Proposals for works, expansion or implementation of sustainable energy production parks and technological research and development that generate socio-environmental benefits or mitigate impacts on the environment are eligible for the program.
These projects must be related to the production of renewable fuels, such as ethanol, aviation biokerosene, biodiesel, biomethane, low-carbon hydrogen and energy with carbon capture and storage and recovery and energy valorization of solid waste.
They should also be related to the expansion of the production and transmission of solar, wind, biomass, natural gas, biogas, hydroelectric plants of up to 50 megawatts and other renewable energy sources.
The new law creates the Green Fund (Guarantee Fund for Sustainable Development), which will be administered by BNDES (National Bank for Economic and Social Development), to guarantee financing for projects for the PATEN. It also allows companies that have debts with the Union, its agencies and public foundations to make agreements upon approval of sustainable development projects.
Rapporteur Marussa Boldrin (MDB-GO) highlighted that PATEN is a “robust project” that will make a major contribution to Brazil. “PATEN is now part of the milestone of this energy transition, ensuring that the entire country can have clean, renewable and sustainable energy. It will be an essential instrument to ensure the expansion of sustainable development projects implemented in Brazil, encouraging the obtaining of financing in the financial market and allowing the use of credits held by companies with the Union to make investments”, she highlighted.
The result of Bill 327/2021, by former Rio de Janeiro congressman Christino Aureo, Paten was initially called Ponte (National Energy Transition Policy). The text was adapted to other legislation recently approved by the National Congress, such as Hydrogen Legal Framework (Law 14.948), the Low Carbon Hydrogen Development Program (Law 14.990) and the Fuel of the Future (Law 14.993). If sanctioned by the president, it will come into force as law on the same date.
