Authored by Representative Carol Caram (Avante), the project aims to transform organic waste from food processing into biogas and liquid biofertilizer. To achieve this, it amends the... Law 24.396, of 2023, which deals with the state policy on biogas and biomethane.
The biodigester transforms biomass into biogas, which after purification becomes biomethane, a renewable fuel similar to natural gas. The process also generates digestate, a byproduct that can be used as biofertilizer. Unlike other renewable sources, biogas and biomethane can be stored for future use.
The CCJ (Committee on Constitution and Justice) suggested eliminating the 90-day deadline for regulation by the Executive branch, while maintaining the separation of powers.
Representative Gil Pereira (PSD), president of the Mines and Energy Committee and rapporteur for the bill, presented substitute bill no. 2, incorporating the adjustments made by the CCJ and improving the wording of the bill.
Now, the project moves on to the Public Administration Committee for analysis, the next step before a vote in plenary session.
