A Canadian Solar came out publicly to express its support for maintaining the battery auction, scheduled for November 2025, even in light of the recent cancellation of the Capacity Reserve Auction – previously scheduled for June of the same year.
The company's defense is directly linked to the challenges faced by the electricity sector, driven by the growing participation of renewables in the SIN (National Interconnected System), especially solar photovoltaic and wind power, which have intensified operational challenges related to the variability and intermittency of generation.
In this context, the company highlighted that battery storage systems emerge as an essential resource for:
- Reduction of curtailment and better energy use from renewable generation;
- Provision of ancillary services, in accordance with ONS operational guidelines;
- Increased operational flexibility and system reliability;
- Smoothing of ramps and load displacement at critical moments.
“The regulatory recognition of storage was established by the Normative Resolution ANEEL No. 1.059/2023, which created the basis for its performance as an independent and multifunctional asset in the Brazilian electricity sector. Such advances indicate sufficient maturity to carry out specific auctions aimed at this purpose”, said the company in a note.
Independence between auctions
According to Canadian Solar, the continuation of discussions on the model and governance of the Capacity Reserve Auction, within the scope of the MME (Ministry of Mines and Energy) and other federal bodies, is legitimate and necessary. “However, these discussions should not constitute an obstacle to the advancement of the Storage Auction, which has a different scope and technical basis”.
Recommendation and final considerations
In view of the above, Canadian recommends that:
- The Battery Storage Auction schedule for the second half of 2025 should be maintained;
- There must be regulatory clarity and market signaling regarding the conditions of participation and the technical criteria to be adopted;
- The MME and other sector bodies consider the urgency and technical feasibility of contracting storage as an instrument for energy transition and stability of the SIN.
“Holding this auction represents a concrete step forward towards the modernization of the national electricity sector, the decarbonization of the matrix and the development of new technological solutions and sustainable business models,” they concluded.
