A diretoria da CCEE (Câmara de Comercialização de Energia Elétrica) colocou quatro comercializadoras em operação balanceada, mecanismo que impõe restrições ao registro de contratos de compra e venda de energia. Na lista estão as empresas Pontoon, Pierp, Electra Varejista e Continental.

Com a medida, as comercializadoras ficam impedidas de registrar livremente novos contratos no Sistema de Contabilização e Liquidação Financeira. As operações somente poderão ser registradas após análise e validação da CCEE, com verificação prévia do balanço energético dos agentes, de forma a evitar exposições financeiras negativas.

As quatro empresas se juntam a outras comercializadoras que já se encontram em operação balanceada. Entre elas estão Mercuria Energia, Trinity Energia, Tradener, IBS Comercializadora, Electra Energia, Terra Energy, Gama Comercializadora e Diferencial Energia.

A operação balanceada é uma medida preventiva prevista nos regulamentos da CCEE e tem como objetivo preservar a segurança do mercado, reduzindo riscos associados a exposições negativas e eventuais inadimplências.

O mercado livre de energia atravessa uma das fases mais delicadas de sua história recente. Nos últimos meses, diversas empresas recorreram à recuperação judicial como forma de preservar suas operações diante do agravamento da crise financeira que atinge parte do setor.

Na avaliação de comercializadoras afetadas, a crise está relacionada a mudanças regulatórias implementadas nos últimos anos, que alteraram a dinâmica de formação de preços e gestão de riscos. Entre os fatores apontados estão a adoção do PLD horário, a implementação do Newave Híbrido e alterações nos parâmetros de aversão ao risco utilizados nos modelos computacionais.

Segundo essa visão, mecanismos que anteriormente permitiam compensações financeiras entre posições positivas e negativas passaram a funcionar de forma diferente, reduzindo a previsibilidade econômica das operações e aumentando a exposição de alguns agentes.

Levantamento divulgado pela CNN Brasil aponta que as principais comercializadoras afetadas pela crise acumulam aproximadamente R$ 8,6 bilhões em dívidas junto a geradores, consumidores, instituições financeiras e demais agentes do setor elétrico.
