CDE charges will increase by 7% in 2026 and are expected to reach R$ 52,6 billion.

Growth is driven by increases in TUST/TUSD (Transmission System Usage Tariff/Distribution System Usage Tariff), the Social Tariff, and subsidies for distributed generation.

The board of ANEEL (National Electric Energy Agency) will hold its last meeting of the year next Tuesday (9). Among the topics on the agenda is the opening of the public consultation on the CDE (Energy Development Account) budget for 2026.

The CDE (Energy Development Fund) is the main charge in the Brazilian electricity sector and has a direct impact on consumers' electricity bills. The fund finances public policies such as the "Light for All" Program, the Social Electricity Tariff, generation expenses in isolated systems, subsidies for coal mining, incentives for renewable energy and distributed generation, among other mechanisms.

For 2026, the proposed budget forecasts spending of R$ 52,66 billion – a 7% increase (R$ 3,4 billion) over the 2025 amount. Of this total, R$ 47,8 billion will be passed on to consumer tariffs, representing a 15,4% increase (+ R$ 6,4 billion) in the CDE-Uso (Energy Development Fund - Usage).

According to the agency, the growth is mainly driven by increased costs associated with tariff discounts in transmission and distribution for incentivized energy, the expansion of expenses related to the Social Tariff, and subsidies for distributed generation.

Discounts on distribution will increase from R$ 13,72 billion to R$ 15,88 billion in 2026, a rise of 15,8%. In transmission, the increase is of the same proportion, jumping from R$ 3,23 billion to R$ 3,73 billion.

Subsidies for distributed generation will see one of the largest expansions: an increase of 87,4%, from R$ 3,66 billion to R$ 6,86 billion. Starting in 2026, these costs will also be shared by free market consumers, as stipulated in Law 15.269/202 (MP 1.304).

Another highlight is the growth in expenses related to the Social Tariff, which will increase from R$ 7,83 billion to R$ 10,43 billion, a rise of 33,3%. This increase reflects the expansion of the benefit under Law 15.235/2025 (MP 1.300).

The public consultation on the CDE 2026 budget should last a minimum of 45 days.
