The Free Energy Market continues to expand rapidly, driven by the simplification of membership rules brought by Ordinance 50/2022 of the Ministry of Mines and Energy, in force since January 2024. The volume of migrations this year is a record, reaching almost 21 thousand units - almost three times more than the 7.397 migrations in 2023.
According to CCEE (Electricity Trading Chamber), between January and October 2024, 20.973 consumer units joined the ACL (Free Contracting Environment). Of these, 77% are small and medium-sized companies, which began to benefit from the new migration rules, including offices, stores, bakeries, supermarkets and pharmacies.
The CCEE monitors the entry of 15 different economic sectors into the Free Market (figure 1). Commerce and services account for half of the migrations, totaling 10.564 units. Next, the Manufacturing sector registered 2.431 accessions and the Food segment, 2.369.

In regional terms (figure 2), São Paulo leads with 6.800 migrations, followed by Rio Grande do Sul (2.131), Rio de Janeiro (1.709), Paraná (1.588) and Minas Gerais (1.381). The Southeast region accounts for 50% of the total number of new consumers in the Free Energy Market.

With this wave of adhesions in 2024, the Free Energy Market now accounts for a total of 58.875 consumer units, of which 18.344 are represented by retail traders, while 40.531 participate directly in the CCEE.
