The Senate's Infrastructure Committee (CI) held, in an extraordinary session this Wednesday (13), the reading of 16 reports on the Government's nominations for regulatory agencies. Among these, two vacancies refer to ANEEL (National Electric Energy Agency).

The hearings, however, should only take place from next Tuesday (19), with the order yet to be announced by the committee president, Senator Marcos Rogério.

After months of negotiations and a lot of arm wrestling, the Lula government nominated Willamy Moreira Frota and Gentil Nogueira de Sá Júnior for the vacancies still unfilled in the ANEEL, and which are now occupied by substitute directors.

Willamy was appointed to replace former director Hélvio Guerra, who left the Agency in May 2024. In January, the position was filled on an interim basis by Ludimila Silva, for a period of 180 days.

In July, with the end of the term, Ivo Sechi Nazareno was appointed for the same period or until the appointment of the new director. The period of more than a year without a chosen candidate for the position led to a dispute between the Minister of Mines and Energy, Alexandre Silveira, and Senator Davi Alcolumbre, who assumed the presidency of the Senate in February.

Both were competing for the nomination, with the minister fighting to place his number two in the Ministry, Gentil Nogueira, while the parliamentarian tried to place an ally. With the second wave of ANEEL opened after Ricardo Tili's departure in May of this year, it was possible to calm things down and reach an agreement.

Silveira backed Gentil's nomination, who was nominated for Tili's seat, while Alcolumbre worked with fellow senator Eduardo Braga to nominate Willamy for the seat previously occupied by Hélvio. Braga himself reported Willamy's nomination to the committee, while Senator Eduardo Gomes was the rapporteur of the process that defended Nogueira's name.

By agreement at the CI, a collective request for views was made after reading the reports. Marcos Rogério announced that he should publish next week's agenda this Friday (15), indicating which names will be questioned on Tuesday (19) and Wednesday (20), and then submit the names to the Senate Plenary.

Beyond the ANEEL, the CI will analyze nominations for the boards of directors of ANP (National Agency of Petroleum, Natural Gas and Biofuels), ANM (National Mining Agency), ANSN (National Nuclear Safety Authority), ANTT (National Land Transportation Agency), ANATEL (National Telecommunications Agency), Antaq (National Waterway Transportation Agency) and ANAC (National Civil Aviation Agency).
