O RING (National Clean Energy Institute) announced that the president Heber Galarce and the director of the institute's Midwest, Carlos Toledo, met this Wednesday (08), in Brasília, with the leader of the PT in the Chamber, deputy Zeca Dirceu (PT-PR).

The objective was to deliver a document that will subsidize the Federal Government on performance of ANEEL (National Electric Energy Agency) in rregulation of the regulatory framework for distributed generation, Law 14.300 / 2022.

According to INEL, the meeting took place through coordination between the deputy Rubens Otoni (PT-GO). The president of the MSL (Free Solar Movement), Hewerton Martins, also participated in the meeting to deliver the document and contributed with suggestions from the sector.

The idea is that the material technically and legally assists the Federal Government on the questions from the entire clean and renewable energy sector about the irregularities present in the Normative Resolution (REN 1.059/2023) of ANEEL which was applied to law 14.300.

According to the document, by presenting REN 1.059 in the regulation process of Law 14.300, the Agency goes beyond the limits of its role in regulating and supervising the sector, by reopening the discussion of public policies in distributed generation and trying to promote a reinterpretation of the Law 14.300.

“By bringing in new rules and regulatory points contrary to the Distributed Generation Law, the ANEEL begins to legislate on public policies for the electricity sector”, explained the text.

In Toledo's view, it is important to quickly review the arbitrary actions and even irregularities committed by the Agency. “It is essential to review this Regulatory Resolution of the ANEEL so that there is no negative impact on the upward movement of job creation and boosting of the national economy that has occurred in the solar energy sector in recent years.”

Union of efforts

The initiative to format the document is the result of a request from Congressman Zeca Dirceu himself to INEL, in a meeting held two weeks ago, in Brasília.

After the request, INEL invited MSL to participate in the construction of the content, due to its relevance and knowledge on issues related to small and micro solar energy integrators, impacted by the resolution applied by ANEEL.

According to Galarce, the joint action with MSL to subsidize the Government on this topic represents a new format of technical and institutional cooperation with the aim of uniting the efforts and expertise of the entities in favor of the interests of the market, generators and users of clean energy.

“The partnership with the MSL is very important, as it generates resource efficiency, in addition to the movement's recognition of the role of INEL, in Brasília, in articulating the main demands and agendas in defense of the renewable energy sector”, he explained.

“In this specific case, MSL can greatly contribute, as it operates throughout Brazil with small and micro integrators. The joint construction of this document to subsidize the Government is a first step in this new format of cooperation that joins efforts in favor of clean energy”, concluded the president of INEL.
