The Distributed Generation sector in Brazil may gain a third category: special microgeneration of social interest. The suggestion was given by Walter Abreu, regional director of ABGD (Brazilian Association of Distributed Generation) of Minas Gerais, to federal deputy Lafayette Andrada (PRB), author of the bill on the rules for energy compensation for distributed generation (GD) .
In an exclusive interview to Canal Solar, Walter Abreu commented on the main highlights of the meeting held this week in Belo Horizonte (MG), which was also attended by ABGD legal director Marina Meyer and state deputy Gil Pereira (PP-MG).
“Our contribution to enriching Congressman Lafayette's bill was the suggestion to create a third category of distributed energy generation that we call special microgeneration of social interest, which are systems of up to 75 kW connected in areas of northern Minas Gerais. Gerais and the entire Northeast”, explained Walter.
According to Walter, the objective is to help small rural producers and small entrepreneurs in these regions that historically suffer a lot from drought. Furthermore, Walter stated that the suggestion was well received by Lafayette. “The deputy received our idea with great enthusiasm, even commenting that he was looking for something in this format, which he considered very interesting”, he reported.
Walter believes that the project will become law by April this year and that it will contribute to the creation of jobs in the sector. “I say with absolute certainty that this bill being approved, with this third category, more than 2 million jobs can be created in the northeast region”, he stressed.
The director also highlighted that with the approval and sanction of the bill, the proposal of ANEEL of “taxing” the segment will fall. “In the hierarchy of laws, a resolution from a regulatory agency cannot change a law. So, the bill being approved the proposal that ANEEL The sector has to be taxed at 62% and will not even come into effect”.
According to the author of the PL, the proposal will be processed quickly in the house. “I am seeking, together with Maia, president of the Chamber of Deputies, the best regulatory alternative that will speed up the approval of the text”, stated Lafayette.
The PL should be presented next week, when the Chamber of Deputies' recess ends, and will then be put up for discussion in the National Congress.
