Procon-SP has once again notified Enel of the prolonged interruption in the supply of electricity in the Metropolitan region of São Paulo, which left more than 150 thousand properties without access to electricity on January 7th.
This is the second warning issued by the consumer protection agency in less than 15 days. Since November 2023, Procon has already filed four lawsuits against the distributor for the same reason.
“For over a year, the company has been claiming that the problems are caused by severe weather events, with winds above expectations; and for over a year, there has been no news that any effective measures, whether engineering or operational, have been taken to, at the very least, speed up the resumption of services,” says Luiz Orsatti Filho, executive director of Procon-SP.

The professional adds that the concessionaire's claim that the winds have been above normal can no longer be an acceptable response. "This has stopped being a surprise element and has become recurrent, as had already been warned," he said.
In the notification sent to Enel, detailed clarifications were requested regarding the area and number of consumers impacted; the measures adopted to resume the service and how the information was passed on to consumers.
Procon also requested information on the compensation policy for consumers who remained without power for many hours in their homes and businesses. Enel has seven days to send the clarifications to the agency.
What does Enel say?
In a statement, Enel reported having improved the contingency plan, with reinforcement of field teams, hiring of more of its own electricians, increasing the fleet of generators, expanding the capacity of service channels, increasing the number of preventive maintenance and pruning of branches near the power grid.
“Due to these measures already implemented, after the rains last Tuesday (7), with wind gusts above 80 km/h and hail, it was possible to restore power to most affected customers within 30 minutes after the start of the storm. The remaining customers had their service normalized throughout Wednesday (8), when the teams completed the complex work of rebuilding the network”, informed the company.
The São Paulo concessionaire also claimed that the storm “caused severe damage not only to the electrical system, but also to the urban structure of neighborhoods in the capital and cities in the Metropolitan Region” and stated that it will increase “investments by R$10,4 billion by 2027 in reinforcement, resilience, digitalization and expansion of the distribution network, with solutions that contribute to speeding up the restoration of energy in the event of an interruption”.
