Approval of PL 5829 is essential for economic recovery

The proposal must be voted on next Tuesday (18) and any differences will be decided by the Plenary

The vote on the bill that changes the internal regulations of the Chamber of Deputies and alters voting rules in Plenary sessions, in addition to the discussion of Bill 3729/04, which deals with environmental licensing, frustrated expectations of voting on Bill 5829/19, which creates the GD Legal Framework in Brazil.

The expectation was that the proposal, which has as rapporteur deputy Lafayette de Andrada (Republicans/MG), would be voted on this week. The PL has already been put on the agenda for discussion and voting seven times since the request for emergency regime, in December of last year.

Questioned by Canal Solar on the progress of the proposal in the Chamber of Deputies, Lafayette said that the expectation is that the PL will be voted on next week. “It was decided that we will vote on Tuesday (18). Any disagreements will be decided by the plenary, in the vote”, he said.

Alexandre Borin, commercial manager of the Solar unit at Fronius Brazil, emphasizes the importance of creating the Legal Framework for DG. “The approval of Bill 5829/19 aims to ensure that photovoltaic solar generation in Brazil remains democratic, that is, with access to all Brazilians, taking advantage of our solar potential.”

“It will be a legal framework for GD, which will contribute to the generation of jobs and income in more than five thousand Brazilian municipalities, in addition to boosting the economy in the sector and bringing legal security to several investors, companies and clients. Not to mention the countless advantages for the country's progress and development, in the environmental, energy and socioeconomic areas, he concludes.

For Arthur Santini, director of Ecori Energia Solar, the mobilization of professionals working in the photovoltaic market must continue. “The fact that Bill 5829 was not voted on this week shows, once again, that the issue deserves attention and that it is necessary to continue fighting for its approval,” he emphasizes.

“We hope that the project will be voted on and approved next week. It is important that everyone in the sector continues to fight and pressure their state's deputies to approve this project that is so important for Brazil, for Brazilians and for our economy”, he adds.

Gustavo Muller Martins, Chairman of the Board of Directors and CEO of Renovigi Energia Solar, emphasizes the importance of the Bill for Brazil. “The approval of this Bill is essential for the recovery of the economy and the creation of new jobs linked to solar energy,” he emphasizes.

“Even with the adjustments negotiated by the rapporteur, deputy Lafayette de Andrada (Republicanos-MG), the project remains relevant for both companies and the end consumer, who will also have tariff benefits with the reinjection of surplus energy into the grid. And most importantly: the creation of the legal framework will guarantee the necessary legal security for people and companies to continue investing in photovoltaic solar energy”, he adds.

Rouglas Strapazzon, Marketing and R&D Supervisor at TenBrasil, says that Brazilians are used to paying taxes and for this reason they do not question laws. According to him, this needs to change. “Generating solar energy helps the electricity sector and all Brazilians. This idea that is being implemented that the poor pay for the energy of the rich is vile and actually reinforces the segregation of monopolies in Brazil,” he says.

“Imagine utopia if we reverse the real process. After all, the energy generated by those who have solar energy feeds their local grid and thus all transmission costs are reduced. Not to mention the red flags that force the country to buy energy from neighboring countries at double the cost, in addition to activating thermoelectric plants with costs that triple everyone's load”, he adds.

“Our matrix needs to be updated and not just it. Our politics need to focus on what is really important. It is necessary to let companies grow, let the population pay less tax and increase their purchasing power”, he concludes.
